EK Toeur
Chief Operating Officer
With over 28 years of experience across international NGOs, the public sector, and private enterprises, Ek Toeur specializes in organizational operations and executive leadership. Prior to joining CDRI, he spent 23 years with prominent international NGOs including the Clinton Health Access Initiative (CHAI), Oxfam, Hagar, World Vision, and the Mines Advisory Group (MAG) holding senior management roles for over 19 of those years.
His leadership spans HR, finance, accounting, administration, logistics, IT, legal compliance, risk management, security, and partnership management. He has eight years’ experience in legal and financial advisory roles, such as Legal Officer at MVU Investment, Vice-Director of Finance and Operations at Angkor City Institute, and Internal Audit Team Leader at the Ministry of Education, Youth and Sport (MoEYS), alongside university lecturing and higher education institution governance. He is a qualified ASA (CPA Australia), an accredited member of the SERC, and has completed the Advanced Level of National Commercial Arbitration at the NCAC.
He holds a master’s degree in Private Law and a bachelor’s degree in accounting. He is fully committed to dedicating his focus, resilience, and long-term effort to advancing the mission of CDRI in an evolving environment.
